Shelter Height
Shelter height will be based on either; your privacy requirements, perhaps you have a neighbours roofline to screen out, or wind filtering requirements - you have an area to create shelter for.
As a rough rule of thumb the area sheltered is about 8 to 10 times the height of the tree.

Plant Spacing
A few practicle handy hints to follow
1) When planning, allow space for your hedge to mature
2) Space plants from 1m upwards
3) Leave a 2m clear space betwen your final fully grown hedge width and other garden obstructions (sheds, box gardens, etc) to allow access for future cutting and clean up.
4) Don't let your hedge get too wide from under trimming, keep it around 1m wide for a 2-3m high hedge.
5) Give your hedge a hard winter prune to control size.
